Workshops organized by the Capacity Building Division of Ministry of Panchayati Raj during 2018-19


   

  1. A National Level Consultative Workshop was organised at Bengaluru on 28th – 29th January, 2019 in coordination with NIRDPR, Hyderabad for consultation with States/UTs regarding the RGSA component of project based support for economic development and income enhancement through Panchayats and capacity building of Panchayati Raj Institutions (PRIs). The Workshop was attended by experts of related subjects, representatives of Ministries of Rural Development, Tribal Affairs, Agriculture, MSME etc, selected sarpanches and representatives of 31 States/ UTs . The workshop provided the platform for crystallising and concretising all aspects related to the formulation of proposals in consonance with the spirit of Article 243G of the Constitution.

  2. ​​​​​​​Two Days National Conclave of Elected Women Representatives (EWRs) of PRIs in association with UN Women & NIRD&PR was held on 18th& 19th January, 2019 at Vigyan Bhawan, New Delhi. The Hon’ble Minister of Panchayati Raj, Shri Narendra Singh Tomar inaugurated the Conclave. The Conclave deliberated effective capacity building initiatives of MoPR, UN Women and NIRD for EWRs, PRIs and issues of gender responsive governance. The key sessions focussed on Gender Analysis and Mainstreaming, Gender Budgeting, Capacity building of EWRs and Livelihood generation for rural women for their economic development and SHG-PRI Convergence.

  3. A two-day workshop on – “Child Friendly Panchayats” was organized jointly by the Ministry of Panchayati Raj, Govt. of India, National Institute of Rural Development & Panchayati Raj, Hyderabad in collaboration with UNICEF Country Office, New Delhi at Gwalior, Madhya Pradesh on 26th and 27th of February, 2019.  The Workshop was inaugurated by Shri Narendra Singh Tomar, Hon’ble Minister of Rural Development, Panchayati Raj, Parliamentary Affairs and Mines.  The workshop focussed on bringing together insights from various practitioners to understand how local governments can reinforce the development agenda for children. Apart from other participants, around 180 Sarpanches, Elected Representatives from Panchayats and officials from eight states i.e. Kerala, Uttar Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Karnataka and Kerala also attended the workshop and shared their experiences on the subject of Child Friendly Panchayats, vis a vis their Gram Panchayats.

  4. The People’s Plan Campaign was rolled out as ‘SabkiYojanaSabkaVikas’ from 2nd October, 2018 to 31st December 2018 by the Government of India.  During the campaign, structured Gram Sabha meetings were held for preparing Gram Panchayat Development Plan (GPDP) for the financial year i.e. 2019-20, where frontline officials of all line Departments relating to 29 subjects listed in the Eleventh Schedule of the Constitution envisaged to make presentation regarding their Department’s activities.  As part of the campaign, Ministry of Panchayati Raj (MoPR) organized a series of trainings and workshops to provide handholding support to all the Stakeholders including PR Departments of the States for successful roll out of the campaign and also to monitor the progress.  The details of the Workshops held under the People’s Plan Campaign are as below:
    1. The Ministry of Panchayati Raj in coordination with NIRD&PR organised a one day workshop on 28th of August for sharing the modules relating to (i) PRI-SHG Convergence (ii) Training of Facilitators in connection with the People’s Plan Campaign. Participants in the workshop included officers/ faculty members from Panchayati Raj Department and State Institute of Rural Development of states and UTs.

    2. A National Level Training Workshop for National Level Resource Persons was held on 6th-7th September, 2018 at NIRD&PR, Hyderabad. The said National workshop was attended by all States and UTs, including those from Schedule VI areas, where there are no Panchayats. The National Workshop was very successful, and achieved the objective of further training the facilitators, PRI functionaries, frontline workers from line Departments, SHG functionaries in cascading mode for the effective and successful roll out of Campaign. The States also made a detailed presentation regarding preparatory activities for the GPDP campaign.

    3. A two-day Regional workshop for all North Eastern States for addressing the issues relating to the People’s Plan campaign including those relating to non part IX areas was organised during 18th -19th September 2018, at NIRD&PR-North Eastern Regional Centre (NERC), Guwahati. This facilitated the North Eastern states particularly Non Part IX areas in firming up the activities relating to various aspects of peoples plan campaign in NE Region. A review of the preparedness of the States was also conducted as part of the workshop.

    4. ​​​​​​Considering the importance of orienting the states under PESA, for preparing comprehensive and holistic GPDP, a two-day special workshop on Economic and Social Transformation through GPDP in PESA States was organised at NIRD&PR, Hyderabad on 2ndand 3rdNovember, 2018, involving participants from 10 PESA states (Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Rajasthan and Telangana).In order to bring convergence and collective action for holistic plan preparation, the following institutions working in PESA areas were also invited for the discussion in the workshop:

      3. National Medicinal Plants Board (NMPB), Ministry of AYUSH

      6. Khadi and Village Industries Commission (KVIC), Ministry of MSME
      7. Directorate of Marketing and Inspection, Ministry of Agriculture & Farmers Welfare
      8. Central Silk Board, Ministry of Textiles

    5. The States in the Himalayan Region (Arunachal Pradesh, Himachal Pradesh, Jammu & Kashmir, Sikkim and Uttarakhand), have been facing various problems on account of difficult terrain, weather conditions, dispersed habitations and insufficient infrastructure.  Overall rural development in these regions can be achieved only by involving all the stakeholders including research institutions and various organisations in this region and implementing the plan in convergent manner in the planning process. Their inputs and support can go a long way in formulating meaningful Gram Panchayat Development Plan. Considering the need for bringing together all the stakeholders in these states and to orient them on the need of convergence in the Gram Panchayat Development Plan (GPDP) preparation, a two-day special workshop on Economic and Social Transformation through GPDP in Himalayan States was organized at Shimla on 11th​​​​​​​and 12thNovember 2018, involving participants from these five Himalayan states.  Apart from the Ministry of Panchayati Raj, Ministry of Rural Development and above mentioned five States, the representatives from the following organisations and research institutes working in Himalayan States participated in the workshop:

    6. ​​​With the objective of reviewing the progress and to address the issues relating to the People’s Plan Campaign in respect of the NE States, aWorkshop for all North-Eastern States a two days review-cum-handholding Workshop for all North-Eastern Stateswere held at NIRD&PR, NERC, Guwahati during 16th-17th November, 2018.

    7. ​​​​​​​Workshop on Economic and Social Transformation through GPDP for States in Indo-Gangetic plains (Punjab, Haryana, Uttar Pradesh, Bihar, Madhya Pradesh and West Bengal) was organised during 7th-8thDecember, 2018 at Lucknow, Uttar Pradesh. Apart from representatives from these five States, Workshop was also attended by the participants from Ministries/Institutions including Ministry of Agriculture & Farmers Welfare, Ministry of Environment, Forests and Climate Change (MoEF&CC), Ministry of Micro, Small and Medium Enterprises (MSME), National Institute of Agricultural Extension Management (MANAGE), Hyderabad, National Centre for Organic Farming, Ghaziabad, ICAR- Indian Institute of Pulses Research, Kanpur, CSIR- Central Institute of Medicinal and Aromatic Plants (CIMAP), Lucknow, ICAR-Indian Veterinary Research Institute (IVRI), Izatnagar, UP, ICAR-Central Institute for Research on Goats, Mathura, Central Pulp & Paper Research Institute (CPPRI), Saharanpur, ICAR- National Bureau of Fish Genetic Resources, Lucknow, National Agricultural Cooperative marketing Federation of India Ltd (NAFED), KVIC, Lucknow Office, Kudumbashree-NRO, UNICEF – India and UN Women.
